Ok as I recall it is this:
File > Import > Video Frames to Layers
Find the file you want and hit Load
To extract just a piece of the video for the GIF, select Selected Range Only.
Select where your clip starts and ends
Also remember to check the little box beside the "Limit to every __ frames". that will cut down on the file size.
Let me know if this helps. "Who suddenly realised that I should get off my backside and do some animations" :D
