Photoshop CS4 Help!!

switch842I want to make some animated icons from the latest Leverage ep. I now have Photoshop CS4 which is much easier for editing video files into icons. However, even at only a second long, the file size is so big that when I optimize it to 40K it looks like absolute shit. In Image Ready 7, there was a way that when you imported a video file you could skip some frames to help make the file size smaller. But I cannot figure out how to do that in CS4 and my Google-Fu is not giving me anything back. Can this be done? If so, help? :-)
