It's a still pic, and it says "Abandon Ship" on it. All I want is for a question mark to be added after the word ship and then a blinking Never to be written across it.

This is the pic. I'm not too picky about colors, honestly. I took this picture expressly to make an icon or gif out of it, and I don't know how, LOL.

I'm not quite sure I'm understanding the "Never To Be" part of what you want. Is there an example of something similar you can point me to?

Basically I want it to read:

Abandon
Ship?

Never! (and I want this part to be animated)
